Justin Anderson
Chief Executive Officer

Mr. Anderson founded APS GEO and currently serves as president. Mr. Justin Anderson, PE has been involved in the geotechnical aspects of transportation, water and power projects as a principal engineering, project manager, engineer, and construction administrator. His experience covers the analysis, design, and construction of deep foundations for bridges, retaining walls, building structures, embankment fills, earth dams, flood control levees, railroad track-beds and bridge approaches, pavements, rock-fall catchments, subgrade stabilization, slope and excavation stability, mine and coal seam location, management of field and laboratory investigations, preparation of geotechnical reports, project specifications, construction plans and cost estimates.

Mr. Anderson has wide-ranging specialized experience in geohazard mitigation across North America. He has overseen numerous design-build geotechnical projects in Appalachia and the surrounding area recent years. He is particularly experienced in geohazard mitigation such as landslide repairs, rockfall hazard mitigation and sinkhole repairs.

Matt Birchmier
Chief Operating Officer

Mr. Birchmier is a principal and geotechnical engineer with a diverse background in engineering, business, and construction operations. His experience spans most of North America, with a general emphasis and specialization in geohazard mitigation and geostructures. He has over twenty years in the geotechnical industry with thirteen of those years in the geotechnical design/build construction sector.

His experience covers the executive management, project management, estimating, analysis, design, and construction of slope and excavation stability, deep foundations for bridges, retaining walls, building structures, embankment fills, railroad track-beds and bridge approaches, rock-fall catchments, management of field and laboratory investigations, preparation of geotechnical reports, project specifications, construction plans and cost estimates.

Stefan Brunson
Safety Manager

Stefan Brunson is an accomplished safety professional with a degree in Occupational Safety and Health and a graduate degree in Safety, Security, and Emergency Management. He brings a decade of experience in international safety management to the organization with a practical approach to safety management. As Director of Safety, Stefan brings a strong commitment to fostering a culture of accountability, awareness, and care in the workplace. He is dedicated to ensuring every employee goes home safely each day through proactive training, continuous improvement, and practical safety initiatives. Stefan believes that safety is not just a policy; it’s a shared value that strengthens teams and drives organizational success.

In his role, Stefan builds safety programs, compliance, and engagement across the company, focusing on both prevention and empowerment. He is known for his approachable leadership style, hands-on involvement, and ability to connect with employees at every level. He believes that the organization can control the effort applied to preventing injuries and makes that his focus. Whether developing new safety strategies or leading by example in the field, Stefan’s goal is to make safety practical, sustainable, and the easiest part of everyday work life.

Casey Prine
General Superintendent

Meet Casey Prine, a seasoned professional in geotechnical construction and project management with a career spanning well over a decade. Casey’s journey began at Rembco Geotechnical Contractors in 2008, where he honed his skills as a Chuck Tender, specializing in the installation of compaction piles, soil nailing, tie-backs, and operating various equipment. His expertise also extended to welding and serving as a nozzleman, showcasing his versatility in geotechnical operations.

Transitioning to Coastal Gunnite Construction Company Casey expanded his repertoire to bridge repair construction and demolition. As a Gunnite Rig Operator and Finisher, he demonstrated proficiency in vertical and overhead processes, road closures, bridge machine operation, and scaffolding erection. Casey’s commitment to precision and safety was evident in his role, managing complex tasks associated with bridge construction and repair. His leadership journey continued at GeoStabilization International from 2014 to 2021, where he excelled as a Senior Superintendent. In this role, he not only oversaw multiple crews but successfully managed his own projects, staying on budget and overseeing endeavors ranging from $50k to $3m.

Casey’s commitment to the well-being of his team, focus on safety, and relentless work ethic have made him an exceptional and recognizable leader in the industry. His leadership philosophy centers around understanding the challenges of each role, ensuring the well-being of his team, fostering a culture of continuous learning, and maintaining an unwavering commitment to safety and work ethic.

Jordan Middleton
Business Development Engineer

Jordan Middleton is a seasoned Business Development Engineer with over a decade of diverse experience in the geotechnical engineering and construction markets. Holding a Bachelor of Science in Civil and Geotechnical Engineering from Mississippi State University, Jordan has excelled in roles that emphasize design, forensic evaluations, inspections, and engineering. His career, marked by more than five years in consulting and project management, demonstrates a solid track record of performance. Jordan’s expertise extends to foundation design analysis and estimating, which has allowed him to build and sustain excellent relationships across both local and international market territories.

Known for his unwavering loyalty, honesty, and integrity, Jordan is dedicated to expanding his expertise and establishing himself as an industry leader. He believes in the value proposition of collaborating with clients to navigate through multiple project stages, thereby building a high level of trust and solving problems together.

Currently, Jordan is spearheading the opening and leadership of our new office in Birmingham, Alabama, where he aims to continue his legacy of excellence and innovation in engineering.

Matt Williams
Senior Business Development Engineer

Matt Williams is a licensed Professional Engineer (P.E.) and FAA Part 107 Certified Remote Pilot with over 20 years of experience in the industry, including more than a decade in the design/build construction sector. As a Senior Business Development Engineer, he combines technical expertise with strategic client development to deliver impactful solutions across a range of complex infrastructure projects.

Matt specializes in design and geohazard mitigation, with a focus on serving Departments of Transportation (DOTs), Local Public Agencies (LPAs), railroads, energy providers, and commercial clients throughout Kentucky, Ohio, West Virginia, and nationally. His skill set spans project development, estimating, and execution oversight for solutions including slope stabilization, excavation support, deep foundations, retaining structures, embankments, and transportation infrastructure.

In addition to leading client engagement and pursuit strategies, Matt has managed field and laboratory investigations, developed construction plans and specifications, and prepared cost estimates. His unique combination of business insight and engineering expertise makes him a valuable partner in delivering efficient, innovative, and reliable solutions to our clients.

Mike Milton
Business Development Engineer

Mike Milton brings 44 years of specialized experience in dry-mix gunite and wet-mix shotcrete construction. He began his career in 1977 as a laborer and, aside from a brief period in strip mining, has dedicated his entire professional life to hands-on concrete restoration.

Over the course of his career, Mr. Milton advanced from laborer to superintendent and eventually to project manager. He played a pivotal role in building and leading gunite/shotcrete divisions for two major companies. At Hall Contracting Corp. in Louisville, Kentucky, he spent 14 years overseeing all estimating and managing projects from inception to completion. He later led the Gunite/Shotcrete Division at Fenton Rigging in Cincinnati, Ohio, further expanding his leadership and field expertise.

In 2015, Mr. Milton founded Shotcrete Contractors, Inc., which grew successfully under his direction for nearly a decade. In October 2025, the company was acquired by Geo Specialties. Mr. Milton continues his career with Geo Specialties today, bringing decades of technical knowledge, field experience, and industry leadership to the team.

Clark Parker
Geotechnical Engineer

Clark Parker is an accomplished Geotechnical Engineer with over six years of specialized experience in the geotechnical design-build market. He brings a robust understanding of both design and project management, particularly in complex systems involving landslide repair, temporary and permanent shoring, soil nails, hollow bar, micropiles, sheetpiling, and compaction grouting.

Clark earned his Bachelor of Science degree in Civil Engineering from Western Kentucky University and is a licensed Professional Engineer in Indiana, Kentucky, and Wisconsin. His technical proficiency, combined with a practical, solutions-focused mindset, has consistently driven successful project outcomes across a variety of challenging environments and market sectors. in transparency and mutual respect.

Currently, Clark is leading strategic initiatives aimed at expanding the company’s presence and technical capabilities within key markets. His dedication to engineering excellence and collaborative problem-solving continues to establish him as a trusted leader in the industry.

Noel Philippon
Vice President

Noel brings more than 30 years of hands-on geotechnical construction and operational leadership to GeoSpecialties. With a career rooted in the field, Noel oversees multi-state operations, project execution, budgeting, and scheduling to ensure work is delivered safely, efficiently, and to exacting standards. His leadership is grounded in practical experience and a deep understanding of what it takes to execute complex stabilization and infrastructure projects successfully.

Throughout his career, Noel has managed and supported a wide range of geotechnical construction scopes, including soil nail walls, micropiles, compaction grouting, rockfall mitigation systems, underground support, and specialty drilling operations. He has led project teams from preconstruction through closeout, providing estimating support, contract review, schedule control, and direct mentorship to project managers and field leaders. His background spans both surface and underground environments, giving him a well-rounded perspective on risk management, constructability, and production planning.

Known for his steady leadership style and strong connection to the field, Noel is committed to building high-performing teams and maintaining a safety-first culture across all operations. He believes that consistent execution, accountability, and respect for craft are the foundation of long-term client relationships and successful projects—values he brings to every job and every team he supports.

Brian Miller
General Superintendent

Brian brings more than two decades of hands-on field experience and proven leadership to his role as General Superintendent at GeoSpecialties. He plays a key role in keeping projects on schedule while ensuring crews are fully supported from planning through execution.

Brian began his professional career in 2004, working in the oil field as a laborer cementing casing in the ground. His work ethic and leadership abilities quickly set him apart, earning him a promotion to supervisor within three years. He later advanced to frac supervisor, overseeing crews of 80 to 90 personnel across multiple states. These early roles gave him extensive experience managing large teams, coordinating complex field operations, and adapting to demanding and varied project environments.

In 2014, Brian transitioned into the geotechnical and specialty construction industry, where he continued to advance rapidly. Starting as a Level 1 laborer, he progressed to superintendent within two years through strong technical ability and leadership. Over the following years, he served in senior superintendent roles, gaining advanced experience in field coordination, crew leadership, and project oversight. His professional strengths include chuck tender work, soil nailing, and serving as an experienced nozzleman. He also maintains certification on all equipment within his scope of work.

As General Superintendent at GeoSpecialties, Brian continues to distinguish himself through hands-on leadership, including his role on the 56 projects in Madison, Indiana. He is committed to ensuring crews have the tools, materials, and direction needed to perform at the highest level. Brian prioritizes safety, clear communication, and team morale, believing that when people feel valued, supported, and proud of their work, successful projects naturally follow.

Marty Woodard
Geotechnical Engineer

Dr. Woodard is a licensed professional engineer and engineering geologist with extensive experience in the investigation, design, and implementation of remediation solutions for unstable soil and rock slopes. His expertise includes rock slope stability analysis, development and application of rock slope rating systems, subsurface geological and geotechnical interpretation, landslide investigations, foundation analysis, and geologic reconnaissance.

He specializes in rock mass characterization, rock slope engineering, and rock mechanics, providing technically sound and practical solutions to complex geohazard challenges.

Dr. Woodard earned a B.A. in Geology from the State University of New York at Potsdam, an M.S. in Environmental and Engineering Geosciences from Radford University, and a Ph.D. in Engineering Geology from Kent State University. He is the author of the Rockfall Hazard Rating Matrix and the Rock Slope Design Manual for the Ohio Department of Transportation and serves on numerous national committees and professional organizations focused on geohazards.

His professional experience spans projects across the United States, Canada, and Central and South America.

Tommy Smiddy
Senior General Superintendent

Tommy brings more than 30 years of hands-on geotechnical and shotcrete experience to his role as Senior General Superintendent at GeoSpecialties. A true field-built leader, Tommy began his career at just 18 years old with Pressure Concrete, where he worked his way from nozzleman to shotcrete finisher and developed a deep respect for quality workmanship and jobsite execution.

Throughout his career, Tommy has held Superintendent roles, managing complex geotechnical scopes that included soil nail walls, shotcrete applications, and specialty foundation support systems. These roles allowed him to build a strong foundation in project execution, crew leadership, and operational consistency across demanding field conditions. Over the years, he advanced into senior leadership positions, earning a reputation for technical expertise, steady leadership, and excellence on challenging projects.

Tommy maintains all required shotcrete certifications and is fully certified to operate and manage all field equipment within his scope of work. His expertise spans crew leadership and mentorship, superintendent training, sheet pile rig operations, pump setup and operation, grout mixing, and high-production shotcrete and soil stabilization work. He is well known for developing strong field teams and maintaining consistent standards across multiple job sites.

Since joining GeoSpecialties, Tommy has played a key role in supporting operations across multiple crews and projects. As Senior General Superintendent, he provides oversight through regular site visits, manpower and equipment coordination, production tracking, and hands-on field support. He also spent seven weeks supporting operations on the I-40 project, helping ensure successful execution under demanding conditions. Tommy’s leadership reinforces GeoSpecialties’ commitment to safety, performance, and delivering reliable geotechnical solutions.

Jamie Egli
Chief Administrative Officer

Jamie is the Chief Administrative Officer at GeoSpecialties, where he oversees administrative operations, strategic initiatives, and organizational development. With more than two decades of leadership experience, Jamie brings a disciplined, team-focused approach to managing people, processes, and performance across the organization.

As CAO, Jamie plays a key role in supporting GeoSpecialties’ operational growth, strengthening internal systems, and ensuring alignment across departments. His leadership helps sustain the company’s culture of excellence while positioning it for long-term success. Jamie is deeply committed to developing people, improving processes, and advancing the company’s mission to deliver high-quality geotechnical construction solutions.

After earning her bachelor’s degree in 2001, Marcia built a well-rounded career that includes three years in the towing industry, 20 years in manufacturing, and two years in construction—experience that gives her a practical, operations-minded approach to financial leadership.

In her role, Marcia plays an integral part in building and leading a strong, effective finance team focused on stability, accountability, and strategic growth. She works closely with leadership and department teams to strengthen financial processes, support operational decision-making, and help guide the company forward with clarity and discipline.
